As COVID-19 cases began to be reported in Kerala in the early part of 2020, the state was initially divided into Red, Green, and Yellow zones depending upon the intensity of the spread of the viral disease at the district level. However, from April 22 onwards, restrictions to contain the pandemic which has gripped the world are being imposed only in specific areas at the panchayat, municipality and corporation level.
COVID-19 hotspots are determined based on the number of patients and their contacts identified. The hotspot list is updated everyday based on the data from the State Disaster Management Authority (SDMA). If necessary, several or all wards under each hotspot could be declared containment zones and severe restrictions imposed. To avoid declaring an entire ward as a containment zone, the government has also decided to set up micro-containment zones which shall only include the house of the coronavirus-infected person and houses surrounding it.
Kerala has 941 gram panchayats, 87 municipalities and six corporations. Of these, 297 local self governments were identified as hotspots between April 22 and June 22.

In all, 256 panchayats were declared hotspots after April 22.
The decision to declare hotspots at the local self-government level was taken when the active number of coronavirus positive cases reported in Kerala was only 128. However, the number of infected persons OR COVID-19 cases increased to 1,540 by June 22.

Gram panchayt's that became hotspots

Kerala has a total of 941 gram panchayats. Among this, hotspots were declared only in 256 panchayats after April 22. The decision to declare hotspots based on local self-governments were taken when the active number of cases reported in Kerala was 128. The number of infected persons was 1,540 in June 22. But only 27 per cent of the places were identified as hotspots.
